Medium-complexity hospitals in the Emergency Care Network: what does their production reveal?

Abstract

The objective was to evaluate the performance of two general public hospitals of medium complexity in the Attention to Emergency Care Network of Paraná health region, according to their data of hospital production. It was conducted a cross-sectional study, descriptive and with quantitative approach, in two general public hospitals of medium complexity. It was used secondary data, from January 2016 to June 2017, obtained from the following: hospitals, municipal audit service, Hospital Information System of the Unified Health System, and Brazilian National Registry of Healthcare Establishments. A high demand originated from spontaneous search was observed; majority of the cases of users coming from the municipality where these hospitals are located; low number of emergency heal care added to the low percentage of cases that evolve for hospitalization. There was a significant percentage of hospitalizations for Primary Care Sensitive Conditions, with 17 to 20% of hospitalization expenses. This study showed low regional representativeness of the studied hospitals, with the need to qualify and expand access to local and regional health services, qualification of existing regulatory and communication at the regional level, enhancing the performance of the second level of attention and increasing the efficiency of its insertion in the service network.
