Challenges for effective popular participation and social control in SUS management: integrative review

Abstract

Community participation is a constitutional guiding principle of the public health system in Brazil, being regulated through Law No. 8,142 of 1990. The objective was to understand the challenges faced for effective popular participation and social control in the management of SUS. For that, an integrative literature review was carried out in the databases of PubMed, Lilacs, Scopus, EMBASE and Web of Science, using indexed descriptors and their synonyms, in Portuguese, English and Spanish. Inclusion criteria were considered complete articles published between 1988 and 2020, in the languages ​​mentioned above. And as exclusion, theses, dissertations, monographs, manuals and duplicate articles. 64 articles were selected that addressed as challenges the struggle for their own interests, the political-party influence, the distance between representatives and those represented, the lack or inadequate permanent training in health, the deficiency of infrastructure in the deliberative spaces, among others. In this sense, in order to overcome obstacles, it is essential to guarantee the plurality of members, transparent criteria in their choice, turnover of counselors, development of transparent management, democratization of information and training of health counselors, through educational practices permanent.
